Who tests the games

A testing laboratory is a private company paid to examine gambling software against a written standard. A studio submits a build and gets back a pass or a list of failures.

Regulators decide which laboratories they accept. Under a Malta licence a game must be certified by an approved laboratory before it runs for real money, and the report goes to the regulator rather than to players.

Independence has a narrow meaning here. The laboratory did not write the game and gains nothing from your losses, but it is still chosen and paid by the studio submitting the work.

What certification covers, and what it does not
